Instructor Grout is an Academy Graduate and another recent addition to our staff. He lives in Enfield, Connecticut, with his wife and two teenage children.

Hal has worked for the East Hartford (CT) Fire Department since 1989 and, after fourteen and a half years of driving the Tower Truck, is currently driving the Deputy Chief in the "Fire SUV". Hal has thirty years of involvement with Fire and EMS agencies and has been a Paramedic since 1987. He began his Drill and Ceremony training as a Bagpiper in 1993 and due to his recent involvement in the honor guard, often pulls double duty. Still an avid piper, he is currently playing with the Catamount Pipe Band of Montpelier, Vermont.

In 2004, Hal took over as Coordinator of the East Hartford Fire Department Honor Guard and continues to develop his team based on the foundation he received as an Academy student. He serves as Operations Captain with the Connecticut Statewide Honor Guard and is very active in planning as a member of the Connecticut Fallen Firefighter Memorial Committee. Just in case he didn’t have enough to keep him busy, Hal also serves as the Region II Director of the National Honor Guard Commanders Association.

Hal has an incredible sense of pride and passion, which is evident in his commitment and diligence to honor all. He has always reached towards continued self-improvement through critical analysis, focus and attention to detail.  It is that drive for perfection that Hal impresses upon each of his students.
